Quality Management

Swaziland National AIDS Program (SNAP) coordinates the health sector response to the epidemic and ensures the quality of all HIV services through Quality Management approaches. This approaches are defined by QM Program as standard approaches for health care service deliver. By coordinating QM at all stages of HIV continuum of care services, SNAP is better positioned to generate a comprehensive picture of HIV care and treatment services and outcomes across the whole country.

SNAP approach to QM has been improved by making use of existing evidence and targeting HIV activities where they are needed to maintain standards and improve quality. SNAP is moving away from a one size fits all model of care and treatment the services but to be more responsive to the needs and challenges of individual regions, health facilities and individual. Through improving quality in service delivery SNAP is working with different partners who are supporting in the implementation of the QM  activities. While SNAP is making sure quality service is delivered QI training for HCW are conducted onsite and offsite.

PRIORITY AREAS AND STRATEGIES
  • To Strengthen Quality Management Systems and Structures at all levels.
  • To Strengthen Quality Management Systems and Structures at all levels.
  • Coordinate the development/review of HIV service standards and HIV standard documents.
  • Coordinate activities to measure the quality of HIV services against set standards.
  • Identify national level priorities and use QI approaches to improve relevant systems for better health outcomes.
  • Document and publish successful QIPs to share lessons learnt in national and international fora.
PARTNERS
  • University Research Co.LL(URC) - provide technical support in QI, financial support for QI activities and also provide QI resource materials at National Office and Lubombo Region
  • AIDS Free Generation (EGPAF) – provide QI technical support at National Office, Hhohho and Shiselweni regions
  • Intenational Centre for AIDS Care and Treatment Program (ICAP) – provide QI technical support at National Office and Manzini Region.
  • Center of HIV AIDS Prevention Studies – provide support and implementation of Quality in Voluntary Medical Male Circumcision (VMMC)
  • PSI (Population Services International) – supports in the implementation of Male Circumcision Quality Assurance (MCQA) activities.
  • FLAS (Family Life Association of Swaziland) – supports in the implementation of MCQA activities.
CURRENT ACTIVITIES
  • Development of HIV service standards, performance target and HIV assessment tool.
INTERVENTIONS
  • Develop QM framework that defines QM indicators, reporting, systems, strutures and models.
  • Develop a system for reporting QM activities.
  • Establish documents and records management system.
  • strengthen QM systems and tools at regional and facility level.
  • Bulid capacity of National, Regional and facility level staff to implement QM activities.
  • Define/review sytems for tracking snap documents developments and updating (Standard Operating Procedures (SOP), Guidelines and Policies)
  • Provide Technical support to regions and facilities during ReSHARs and NaSHARs.
